Resumen
Este trabajo investigativo tiene como titulo Las reformas tributarias en tiempos de pandemias, en él se abordan aquellos acontecimientos que dejaron cambios y marcaron la actuación del Estado en medio de la dificultad como fueron: La gripe española (1918-1920), la primera Guerra Mundial (1914-1918), la segunda Guerra Mundial (1939-1945), los Ataques del 11 septiembre (2001), la gran depresión (1929-1939), entre otras. De igual forma, se estudia el panorama que se vive en la actualidad con la llegada de la pandemia Covid-19 y con ella la nueva causa para una reforma tributaria.
Objetivos: El objetivo inicial es el de analizar la pertinencia del mecanismo de la reforma tributaria en época de crisis.
Métodos: El método utilizado para la realización de esta investigación es cualitativo y esto se logra gracias a los conocimientos transmitidos por algunos docentes, magíster en tributación e investigadores.

Similarly, the current scenario is studied with the arrival of the Covid-19 pandemic and with it the new cause for a tax reform. Objectives: The main objective is to analyze the relevance of the tax reform mechanism in times of crisis. Methods: The method used to carry out this research is qualitative and this is achieved thanks to the knowledge transmitted by some teachers, masters in taxation and researchers.
