Resumen
El presente trabajo tiene como propósito mostrar cómo la población cucuteña, se ha visto afectada socialmente por el fenómeno migratoria que sufre el país y donde la cantidad de venezolanos (hombres y mujeres) de ambulan por doquier, tanto por calles, como parques de la capital nortesantandereana, afectación que se percibe de forma notoria; el fenómeno social no tiene precedentes cercanos en América Latina y es que un país tan sólido económica como políticamente como lo era Venezuela, haya caído en manos de gobernantes inescrupuloso que no piensan en ningún momento en su compatriotas, por lo contrario lo que si tienen claro es violar las normas internacionales y los Derechos Humanos, de forma sistemática, logrando de esa forma mantener la población controlada, en particular aquellas individuos que deseen estar en contra del gobierno y hacerles oposición.
El objetivo es identificar la problemática social, se dio a la tarea de realizar una investigación de tipo cualitativo, teniendo un enfoque hermenéutico, que de las herramientas suficientes de interpretación y análisis normativos, sobre cómo se puede ver afectado socialmente un población como la cucuteña, ante una migración que tomó por sorpresa a todos los Estados vecinos, ante las políticas arbitrarias implementada por el presidente venezolano Nicolas Maduros. Desde la perspectiva de cambio social, el cambio no se percibe por ningún lado, lo que si incrementa diariamente es la salida de venezolanos en busca de un futuro más próspero; por lo tanto, el apoyo internacional, como el gubernamental y no gubernamental es importante para hacer frente al fenómeno migratorio que afecta a la ciudad de Cúcuta.
The purpose of this work is to show how the population of Cuzco has been socially affected by the migratory phenomenon that the county suffers and where the number of Venezuelans (men and women) travel everywhere, both on the streets and in the capital´s parks, nortesantandereana, affectation that is noticeably perceived; the social phenomenon has no close precedents in Latin America and is that a country as economically as politically sound, as Venezuela was, has fallen into the hands of unscrupulous rulers who do not think at any time in their countrymen, on the contrary what they do have clear it is to violate international norms and human rights, in a systematic, way thus managing to keep the population under control, in particular those individuals who wish to be against the government and oppose them. The objective is to identify the social problem, it was given the task of conducting a qualitative research, having a hermeneutical approach, that of the sufficient tools of interpretation and normative analysis, on how a population such as cucuteña can be socially affected, before a migration that took all neighboring states by surprise, before the arbitrary policies implemented by Venezuelan President Nicolas Maduros. From the perspective of social change, change is not perceived anywhere, which if it increases daily is the departure of Venezuelans in search of a more prosperous future; therefore, international support, such as governmental and non-governmental, is important to deal with the migratory phenomenon that affects the city of Cucuta.
