Resumen
La movilidad humana es un proceso natural que ha estado relacionado en su gran mayoría a causas internas de los países y en tiempos remotos. A través de la historia, Colombia ha sido reconocida como un país en constante migración, todo ello se debe, a la frontera que separa a este país con Venezuela. Frente a éeste último, el proceso migratorio ha sufrido una gran transición en la actualidad, sin duda, las causas internas son determinantes para que la población venezolana tome la decisión o se vea obligada a salir de su país. Esta situación en gran medida se ve reflejada en aquellas ciudades y municipios cercanos a dicha frontera entre ellas, Cúcuta. La normativa internacional, nacional y regional, es notable para garantizar una respuesta significativa, equitativa e instituida en cuanto a la migración, regulación como a las diversas rutas de atención, políticas y prácticas que es de derecho poner en conocimiento a dicha población. Este documento nace de una investigación que tuvo por objetivo identificar desde una radiografía migratoria las formas de regularización y rutas de atención integral para la población venezolana en la ciudad de Cúcuta, Norte de Santander, para que así les permitan acceder a los servicios que entregan las entidades del gobierno nacional a través de los entes territoriales. El alcance descriptivo y documental del estudio se manifiesta en el fenómeno migratorio que se sometió a análisis, desde un enfoque mixto, basado en un método no experimental y en estudios de tipo transversales y longitudinales, que busquen representar las características en cuanto a la situación objeto de esta investigación, concluyendo en el ejercicio de información de los procedimientos y servicios sobre la regulación migratoria en el país.
Human mobility is a natural process that has been related mostly to internal causes of countries and in ancient times. Throughout history, Colombia has been recognized as a country in constant migration, all this is due to the border that separates this country with Venezuela. Faced with the latter, the migration process has undergone a great transition at present, without a doubt, the internal causes are determinant for the Venezuelan population to take the decision or be forced to leave their country. This situation is largely reflected in those cities and municipalities near the border between them, Cúcuta. International, national and regional regulations are notable for guaranteeing a meaningful, equitable and well-founded response with respect to migration, to the same regulation as to the different routes of attention to policies and practices that it is of right to inform said population. This document was born from an investigation that aimed to identify from a migratory radiography the forms of regularization and comprehensive care routes for the Venezuelan population in the city of Cúcuta, Norte de Santander, so that they can access the services provided by the entities of the national government through the territorial entities. The descriptive and documentary scope of the study is manifested in the migratory phenomenon that was subjected to analysis, from a mixed approach, based on a non-experimental method and cross-sectional and longitudinal studies that seek to represent the characteristics in terms of the situation object of this investigation, concluding in the exercise of information of the procedures and services on immigration regulation in the country.
