Resumen
El eje fundamental de este proyecto de investigación radica en conocer la normatividad Colombiana vigente respecto a la implementación de medidas de protección brindadas al adulto mayor en nuestro país, así como el desarrollo de las políticas administrativas en beneficio del adulto mayor. Según el diseño hermenéutico y el enfoque cualitativo, se dispuso a realizar unas matrices de análisis documental con el fin de determinar las leyes más relevantes que se refieren al caso objeto de estudio, apuntando a conocer las medidas aplicables a la protección de esta población, y determinar los responsables de la materialización de esas medidas y por último, conocer la realidad que afronta nuestro municipio frente al tema de estudio, lográndose esto a través de un análisis respecto a las leyes que protegen al adulto mayor y el Plan de Desarrollo N. 010-2016 de la Alcaldía de San José de Cúcuta.
De las matrices aplicadas en esta investigación, se pudo constatar que efectivamente existe regulación a la protección del adulto mayor, consagrada desde nuestra Constitución Política, las leyes expedidas y los Planes de Desarrollo de las diferentes administraciones. Pudiéndose inferir de lo analizado en las rutas metodológicas, las matrices y las categorizaciones la importancia de proteger los derechos fundamentales del Adulto Mayor, así como la importancia de la responsabilidad del Estado, la Sociedad y Familia, para que éstos gocen de esta etapa maravillosa de la vida, roles que en muchas ocasiones son quebrantados o vulneradas por el mismo Estado, la sociedad y la familia, desprendiéndose de esta manera que no se cumple a cabalidad con nuestro ordenamiento jurídico interno
The fundamental axis of this research project lies in knowing the current Colombian regulations regarding the implementation of protection measures provided to the elderly in our country, as well as the development of administrative policies for the benefit of the elderly. According to the hermeneutic design and the qualitative approach, it was prepared to make matrices of documentary analysis in order to determine the most relevant laws that refer to the case under study, aiming to know the measures applicable to the protection of this population, and determine those responsible for the materialization of these measures and finally, know the reality facing our municipality against the subject of study, achieving this through an analysis of the laws that protect the elderly and Development Plan N. 010 -2016 of the Mayor's Office of San José de Cucuta. From the matrices applied in this investigation, it could be verified that there is effectively regulation to the protection of the elderly, consecrated from our Political Constitution, the laws issued and the Development Plans of the different administrations. Being able to infer from the analyzed in the methodological routes, matrices and categorizations the importance of protecting the fundamental rights of the Elderly, as well as the importance of the responsibility of the State, the Society and Family, so that they enjoy this wonderful stage of life, roles that are often broken or violated by the same State, society and family, detaching in this way that does not comply fully with our domestic legal system
