Resumen
El fenómeno de la inmigración venezolana a Colombia es una tarea urgente a regular en nuestro sistema jurídico, ya que Colombia siempre ha sido un estado emisor de migración, nunca antes se había tenido experiencia alguna como estado receptor de migración, sin embargo, el éxodo de los venezolanos ha obligado al gobierno, a la academia, a ONGs, a mirar mucho más de cerca la problemática que puede convertirse en una crisis humanitaria si no se da el tratamiento debido, es decir el país debe contar con una política integral migratoria que se comprometa con un direccionamiento estratégico en el problema de la inmigración.
Para la elaboración de una política integral migratoria esta investigación encontrando pocos estudios elaborados sobre la cuestión, identifica que una buena política integral migratoria debe basarse en los siguientes elementos: mantener el control de flujo fronterizo, en las zonas donde más varia el flujo de movimiento, la integración de los inmigrantes establecidos en territorio colombiano, con ello debe garantizarse su permanencia legal, servicios de salud, educación , vivienda y una política laboral, sumado a ello el estado debe elaborar una política de integración regional con los demás estados afectados por el problema de la inmigración para detener el avance de la inmigración venezolana.
The phenomenon of migration to Venezuela is an urgent and regular task in our legal system, Colombia has always been a migration state, it has never been an experience as a recipient of migration, however, the exodus of Venezuelans has forced the government , to the academy, to the NGOs, to look much more closely at the problem that can become a humanitarian crisis if the treatment is not given, that is, the country must have a comprehensive immigration policy that is Committed to an address strategic in the problem of immigration. For the elaboration of a comprehensive immigration policy this research we will find some studies on the issue, we will identify a good comprehensive migration policy should be based on the following elements: maintain control of the border flow, in areas where the flow of movement varies most, the integration of immigrants established in the Colombian territory, this should ensure their legal stay, health services, education, housing and a labor policy, also join this state must carry out a policy of regional integration with other states related to the problem of immigration to stop the advance of Venezuelan immigration.
