Resumen
Hacer mención a la implementación del nuevo sistema de regalías en Cúcuta, Norte de Santander, se hace necesario recurrir a fundamento legal, soportes teóricos y referenciales como parte del reconocimiento científico que permita develar la realidad y la importancia que representa para el Estado Colombiano, para los departamentos y los municipios; los fondos provenientes de la explotación de los recursos naturales y minerales no renovables que generan riquezas, las cuales en el pasado, no estaban siendo canalizadas de manera equitativa; conllevando a nuevas reformas jurídicas. El presente proyecto de investigación se ha realizado con el único propósito de realizar un análisis del desarrollo económico de Cúcuta, para vislumbrar él cambio que trajo consigo el nuevo Sistema General de Regalías de forma que este será el objetivo principal de esta investigación.
To mention the implementation of the new royalty system in Cúcuta, Norte de Santander, it is necessary to resort to a legal basis, theoretical and referential supports as part of the scientific recognition that allows to reveal the reality and the importance it represents for the Colombian State, for the departments and the municipalities; funds from the exploitation of natural resources and non-renewable minerals that generate wealth, which in the past were not being channeled in an equitable manner; leading to new legal reforms. The present research project has been carried out with the sole purpose of carrying out an analysis of the economic development of Cúcuta, to envision the change brought about by the new General System of Royalties so that this will be the main objective of this investigation.
