Resumen
El presente artículo de investigación se realizó fundamentado en uno de los máximos valores constitucionales, la democracia y el poder que está le da al pueblo, de elegir a las personas que los representara en el gobierno de turno y como la apatía y el desinterés de las personas por el bienestar común del país, está generando un fenómeno social llamado abstencionismo electoral, provocando que la participación política en muchas ocasiones sea solo del 50% de la población habilitada para ejercer su derecho al voto, y es en este momento donde surge la pregunta problematizadora, ¿ ¿Cuáles son las causas del abstencionismo electoral en Cúcuta? Determinando las causas se podrían plantear soluciones a esta problemática.
El objetivo de esta investigación es la de determinar si el abstencionismo electoral realmente afecta la democracia, sus causas, la evolución de este en las últimas 5 elecciones y plantear posibles soluciones a esta problemática social que está afectando al pueblo colombiano.
Es una investigación cualitativa que cuenta con un análisis documental y jurisprudencial de múltiples fuentes oficiales y autores de la doctrina jurídica.
Como resultado está que la democracia se debe proteger como valor fundamental del estado colombiano y es por esto por lo que se plantea dos alternativas para combatir esta problemática, el voto obligatorio con fuertes sanciones en caso de no participar o mayores incentivos para que la población salga a ejercer su derecho al voto.
This research article was carried out based on one of the highest constitutional values, democracy and the power that it gives to the people, to elect the people who will represent them in the current government and how the apathy and disinterest of the people for the common good of the country, is generating a social phenomenon called electoral abstentionism, causing political participation on many occasions to be only 50% of the population empowered to exercise their right to vote, and it is at this moment that the question arises problematizing, what are the causes of electoral abstentionism in Cúcuta? Finding the causes could propose solutions to this problem. The objective of this research is to determine if electoral abstentionism really affects democracy, its causes, its evolution in the last five elections and propose practical solutions to this social problem that is affecting the Colombian people. It is a qualitative investigation that has a documentary and jurisprudential analysis of multiple official sources and authors of legal doctrine. As a result, democracy must be protected as a fundamental value of the Colombian state and that is why two alternatives are proposed to combat this problem: mandatory voting with strong sanctions in case of not participating or greater incentives for the population to go out and exercise. their right to vote.
