No obstante, en la ejecución práctica se evidencia una profunda «ruptura de la confianza» institucional. Aunque la ley promete sanación, la infraestructura y las dinámicas internas suelen replicar el modelo de las prisiones para adultos. Este entorno, marcado por el hacinamiento, la violencia y un ocio carente de propósito, contradice la finalidad educativa y anula cualquier intento de reparación simbólica.Law 1098 of 2006 marked a milestone in Colombia by establishing the Juvenile Criminal Responsibility System (SRPA). Its spirit is not punitive but transformative, grounded in a restorative and educational approach that seeks social reintegration. However, in practice, there is evidence of a profound institutional “breach of trust.” Although the law promises healing, the infrastructure and internal dynamics often replicate the model of adult prisons. This environment, marked by overcrowding, violence, and aimless leisure, contradicts the educational purpose and nullifies any attempt at symbolic reparation.
