En principio, la indigencia es un asunto de las políticas económicas, mientras que la habitabilidad en la calle es un asunto social, la incipiente política pública colombiana para el habitante de la calle, enmarca la preocupación del Estado Social de Derecho por mitigar este fenómeno de miseria, pero esta, resulta ser insuficiente a la hora de eliminar la difusa barrera que separa dichas categorías conceptuales en la realidad. La Ley 1641 de 2013 intenta combatir la situación de la habitabilidad en la calle a través del restablecimiento de los derechos del individuo, esto es, reparando el daño que ya se ha consumado, y deja por fuera del espectro de atención al sector que vive en la indigencia, y con ello, todo intento por prevenir que el indigente adquiera la calidad de habitante de la calle desde las políticas sociales concretas.This project called The inhabitant of the street as a subject of law and public policy in San José de Cúcuta, inquired about the performance that the administration has had on the subject, to determine if you are guaranteeing those of fundamental rights to these people.
