Por tanto, el propósito de esta es analizar las estrategias de regulación migratoria implementadas en la ciudad de Cúcuta, Norte de Santander, entre los años 2022 y 2024, en el contexto de la migración venezolana hacia Colombia. Esta investigación se propuso desde un enfoque cualitativo y bajo el paradigma interpretativo hermenéutico, examinar las políticas, programas y acciones institucionales orientadas a gestionar el flujo y asentamiento de población migrante, con énfasis en sus componentes normativos, discursivos y estratégicos. El objetivo general fue analizar las estrategias de regulación migratoria implementadas en Cúcuta durante el periodo señalado, a partir del análisis documental de fuentes institucionales y académicas. Los resultados revelaron que las estrategias de regulación migratoria en Cúcuta han estado marcadas por un intento de institucionalización progresiva del fenómeno migratorio, destacándose la implementación del Estatuto Temporal de Protección para Migrantes Venezolanos (ETPV) como una medida central en la política migratoria nacional. En el plano local, se han articulado esfuerzos a través del Plan de Desarrollo “Cúcuta 2050”, y se ha promovido la acción conjunta con organismos internacionales mediante iniciativas como los Centros Intégrate. En conclusión, la regulación migratoria en Cúcuta ha avanzado en términos de formalización institucional y creación de rutas de atención, pero enfrenta retos estructurales que comprometen su eficacia a largo plazo.The migration phenomenon in this city, due to its direct border with Venezuela, has been one of the most complex and visible in the country. Therefore, the purpose of this research is to analyze the migration regulation strategies implemented in the city of Cúcuta, Norte de Santander, between 2022 and 2024, in the context of Venezuelan migration to Colombia. This research was proposed from a qualitative approach and under the hermeneutic interpretative paradigm, to examine the policies, programs and institutional actions aimed at managing the flow and settlement of migrant population, with emphasis on their normative, discursive and strategic components. The general objective was to analyze the migration regulation strategies implemented in Cúcuta during the aforementioned period, based on the documentary analysis of institutional and academic sources. The results revealed that migration regulation strategies in Cúcuta have been marked by an attempt to progressively institutionalize the migratory phenomenon, highlighting the implementation of the Temporary Protection Statute for Venezuelan Migrants (ETPV) as a central measure in the national migration policy. At the local level, efforts have been articulated through the “Cúcuta 2050” Development Plan, and joint action has been promoted with international organizations through initiatives such as the Integrate Centers.
