La presente investigación abordó temas encaminados a establecer si está siendo eficaz el uso de las TIC para el acceso a la administración y/o prestación del servicio en los Procesos adelantados por el Tribunal Administrativo del Atlántico, si está cumpliendo a cabalidad con lo preceptuado en las diferentes normatividades, si se está aprovechando el uso de los medios tecnológicos, si genera la seguridad en los usuarios, servidores públicos de la rama judicial y jueces. La investigación también abordó antecedentes doctrinales y normativos del uso de las TIC como garantía del acceso a la justicia, evidenciando como ha sido el uso en Colombia y desde el derecho comparado, si está realmente siendo eficaz su utilización, si se está cumpliendo a cabalidad lo preceptuado o si solamente se ha quedado escrito. Para las autoras de este trabajo, la situación acaecida conlleva a analizar si el uso de las TIC como garantía del acceso a la justicia, en los Procesos adelantados por el Tribunal Administrativo del Atlántico durante los años 2012 a 2021, está siendo eficaz o no, para lo cual, se examinaron insumos de investigación que lograron evidenciar que el uso de las TIC ha tenido grandes beneficios para el continuo funcionamiento de la justicia. Se resalta la gran utilidad de las TIC desde el inicio de la demanda haciendo uso de los canales virtuales, toda vez que ello evita al usuario el desplazamiento físico reduciendo los tiempos para la interposición de la demanda; sin embargo, no podemos desconocer que las diferentes plataformas en ocasiones han colapsado, aunado a su desconocimiento por parte de la ciudadanía.An analysis of the effectiveness of the use of information and communication technologies is carried out as a guarantee of access to the administration of justice in the processes carried out by the Atlantic Administrative Court during the years 2012 to 2021. The present investigation addressed issues aimed at establishing whether the use of ICTs for access to administration and/or service provision is being effective in the processes carried out by the Administrative Court of the Atlantic, if it is fully complying with the provisions of the different regulations, if the use of technological means is being used, if it generates security in users, public servants of the judicial branch and judges. The research also addressed the doctrinal and regulatory background of the use of ICTs as a guarantee of access to justice, showing how the use has been in Colombia and from comparative law, if its use is really being effective, if it is fully complying with the precepted or if it has only been written. For the authors of this work, the situation that has occurred leads to the analysis of whether the use of ICTs as a guarantee of access to justice, in the processes carried out by the Atlantic Administrative Court during the years 2012 to 2021, is being effective or not, for which, research inputs were examined that managed to show that the use of ICTs has had great benefits for the continuous functioning of justice.
