Drawing on relevant global practices, it distills ten strategic action areas that integrate institutionalization, hybrid engagement models, robust monitoring, and multilevel governance. The document shows how scientific diasporas can shift from latent assets to permanent partners, catalyzing innovation, evidence-based policymaking, and sustainable development across Latin America and beyond.eng
