Este ensayo analiza la materialización de la democracia participativa a través del estudio de caso de las elecciones del Consejo Municipal de Juventud (CMJ) en Cúcuta, Norte de
Santander, en 2025. Mediante una metodología mixta que combina el análisis del marco normativo con el escrutinio de datos electorales oficiales, la investigación evalúa la
efectividad del mecanismo, los patrones de participación y representación resultantes. Los hallazgos indican que, si bien el diseño institucional encarna los postulados participativos y deliberativos, su implementación revela brechas significativas: una baja participación electoral (14.98%) y una marcada preferencia por listas independientes, aunque la
composición del CMJ está predeterminada por cuotas sectoriales. Se concluye que el proceso materializa la democracia participativa de manera incipiente y ambivalente, evidenciando avances en la creación del canal representativo, pero también la persistencia de desafíos estructurales que limitan su impacto transformador y su legitimidad frente al electorado juvenil.
This essay analyzes the materialization of participatory democracy through the case study of the elections of the Municipal Youth Council (CMJ) in Cúcuta, Norte de Santander, in 2025.
