Resumen
El turismo cultural se ha consolidado como una estrategia relevante para el desarrollo regional, al articular la valorización del patrimonio con procesos económicos, sociales y territoriales sostenibles y en ciudades con condiciones fronterizas como Cúcuta, esta modalidad turística adquiere especial importancia debido a la necesidad de diversificar la economía local, por eso el objetivo de esta investigación es analizar el turismo cultural como estrategia de desarrollo económico y social en Cúcuta, identificando los factores de planeación necesarios para fortalecer esta actividad en el contexto del desarrollo regional, usando así un enfoque cualitativo descriptivo, inscrito en el paradigma interpretativo hermenéutico, que permite comprender el fenómeno desde la perspectiva de los actores y los contextos institucionales. Los resultados evidencian que Cúcuta posee recursos patrimoniales con alto potencial turístico; sin embargo, su aprovechamiento se ve limitado por debilidades en la planeación estratégica, insuficiente articulación institucional, baja inversión en infraestructura cultural, escasa participación comunitaria y una promoción turística poco estructurada. Se concluye que el fortalecimiento del turismo cultural en Cúcuta requiere una visión integral de planeación territorial, basada en la gobernanza colaborativa, la sostenibilidad del patrimonio y la inclusión social, ya que el turismo cultural, correctamente planificado, puede constituirse en un motor efectivo de desarrollo regional, contribuyendo al crecimiento económico, la cohesión social y la preservación de la identidad cultural del territorio.
Cultural tourism has established itself as an important strategy for regional development, linking heritage promotion with sustainable economic, social, and territorial processes. In border cities such as Cúcuta, this type of tourism is particularly important due to the need to diversify the local economy. Therefore, the objective of this research is to analyze cultural tourism as a strategy for economic and social development in Cúcuta, identifying the planning factors necessary to strengthen this activity in the context of regional development, using a descriptive qualitative approach, inscribed in the hermeneutic interpretive paradigm, which allows us to understand the phenomenon from the perspective of the actors and institutional contexts. The results show that Cúcuta has heritage resources with high tourism potential; however, their use is limited by weaknesses in strategic planning, insufficient institutional coordination, low investment in cultural infrastructure, low community participation, and poorly structured tourism promotion. It is concluded that strengthening cultural tourism in Cúcuta requires a comprehensive vision of territorial planning, based on collaborative governance, heritage sustainability, and social inclusion, since cultural tourism, when properly planned, can be an effective driver of regional development, contributing to economic growth, social cohesion, and the preservation of the territory's cultural identity.
