Resumen
El presente trabajo se centra en el análisis de la competitividad del subsector arrocero en Norte de Santander, Colombia. Sus objetivos son: analizar la situación actual, identificar las necesidades intrínsecas y extrínsecas del subsector, determinar cómo estas necesidades impactan su desempeño y proponer una ruta estratégica para su crecimiento y expansión. A pesar de ser una región con potencial agrícola significativo, el subsector arrocero en Norte de Santander enfrenta problemas como la baja productividad, que se traduce en rendimientos inferiores a los estándares nacionales. Factores como el acceso limitado a tecnología moderna, la falta de capacitación técnica entre los agricultores y la
escasez de recursos financieros contribuyen a esta problemática. Además, el contrabando de arroz y la competencia desleal con importaciones afectan la rentabilidad de los productores locales. Se desarrolló y aplicó una encuesta tipo Likert que permitió identificar necesidades intrínsecas como mejorar la formación técnica y el acceso a insumos de calidad e implementar prácticas agrícolas sostenibles y eficientes, esencial para aumentar los rendimientos y reducir costos.
Por otro lado, las necesidades extrínsecas incluyen un marco regulatorio más robusto que proteja a los productors locales frente a las importaciones y políticas comerciales que fomenten la competitividad. La incidencia de estas necesidades en el desempeño del subsector es significativa. Todo esto ha llevado a un estancamiento en la producción, lo que limita las oportunidades de mercado para los arroceros y genera incertidumbre económica entre los agricultores, afectando su capacidad para planificar y expandir sus operaciones.
This study focuses on the analysis of the competitiveness of the rice subsector in Norte de Santander, Colombia. Its objectives are: to analyze the current situation, identify the intrinsic and extrinsic needs of the subsector, determine how these needs impact its performance, and propose a strategic pathway for its growth and expansion. Despite being a region with significant agricultural potential, the rice subsector in Norte de Santander faces problems such as low productivity, resulting in yields below national standards. Factors such as limited access to modern technology, a lack of technical training among farmers, and the scarcity of financial resources contribute to this issue. Additionally, rice smuggling and unfair competition from imports affect the profitability of local producers. A Likert-scale survey was developed and applied, which helped identify intrinsic needs such as improving technical training, access to quality inputs, and implementing sustainable and efficient farming practices, which are essential for increasing yields and reducing costs. On the other hand, extrinsic needs include a more robust regulatory framework to protect local producers from imports and trade policies that foster competitiveness. The impact of these needs on the subsector's performance is significant. All of this has led to stagnation in production, limiting market opportunities for rice farmers and generating economic uncertainty among them, affecting their ability to plan and expand their operations.
