Resumen
La presente investigación tiene como objetivo principal conocer la efectividad de las políticas
públicas en cuanto a la atención del fenómeno de la informalidad laboral en la ciudad de Cúcuta
durante el periodo 2020 - 2023, permitiendo con ello abrir un escenario de discusión y debate
social en torno al cumplimiento de las funciones de los compromisos de las autoridades del
orden municipal relacionadas directamente con la atención oportuna y eficaz de las demandas
sociales más relevantes como es la generación de empleo formal.
Se realizó el estudio y análisis del plan de desarrollo 2020 – 2023, el informe de gestión del año
2021, mediante la implementación del Paradigma interpretativo, con un enfoque netamente
Cualitativo y un diseño Hermenéutico. Los cuales permiten evidenciar el grado de conocimiento
por parte de la administración municipal del fenómeno de la informalidad y el desempleo en la
ciudad de Cúcuta en el momento de diseñar sus políticas públicas cotejando la efectividad de las
mismas con él informe de gestión del año 2021, arrojando como resultado que las políticas
públicas planteadas para disminuir el desempleo y la informalidad laboral, no resultan ser
eficaces, debido a la falta de voluntad política por parte de la administración municipal
entendiendo que se conoce el problema en detalle, se aseguran los recursos suficientes para su
atención, pero la inefectividad de las mismas y la mala formulación de indicadores de gestión,
permiten que los recursos desaparezcan y que el problema del desempleo y la informalidad
laboral persistan en el tiempo.
The present investigation has as main objective to know the effectiveness of public policies regarding the attention to the phenomenon of labor informality in the city of Cúcuta during the period 2020 - 2023, thus allowing to open a scenario of discussion and social debate around to the fulfillment of the functions of the commitments of the authorities of the municipal order directly related to the opportune and effective attention of the most relevant social demands such as the generation of formal employment. The study and analysis of the development plan 2020 - 2023, the management report for the year 2021, was carried out through the implementation of the interpretative Paradigm, with a purely Qualitative approach and a Hermeneutic design. Which allow to demonstrate the degree of knowledge on the part of the municipal administration of the phenomenon of informality and unemployment in the city of Cúcuta at the time of designing its public policies, comparing their effectiveness with the management report of the year 2021, showing as a result that the public policies proposed to reduce unemployment and labor informality, do not turn out to be effective, due to the lack of political will on the part of the municipal administration, understanding that the problem is known in detail, sufficient resources are ensured to their attention, but their ineffectiveness and the poor formulation of management indicators allow resources to disappear and the problem of unemployment and labor informality to persist over time.
