Resumen
El proyecto investigativo tiene como propósito identificar, como las entidades responsables de realizar los controles estatales que no cumplen a cabalidad su función al momento de efectuar las mismas; como entes veedores, tienen el deber de ser los fiscales pertinentes para dicha labor encomendada, pues de ellos depende que se cumplen la ejecución de proyectos como del buen direccionamiento de los dineros del país. Además, se identificó como la corrupción se ha permeado en las entidades estatales, y como los recursos estatales se siguen desviando de su razón de ser, tomando destinos diferentes para lo que han sido creados y quedando los proyectos inconclusos o en malas condiciones.
El tipo de metodología a tener en cuenta, tiene un enfoque cualitativo, el proyecto investigativo, tiene claridad que desde la hermenéutica es que se puede brindar la mejor herramienta para lograr interpretar las normas y jurisprudencias que dictan los magistrados del país, al momento de dar su postura para la contratación estatal sobre los lineamientos a seguir y como el Estado es el garante, pero al mismo tiempo los consorcios están en la obligación de cumplir dichas concesiones estatales.
La veeduría estatal es de suma importancia para que no se sigan presentando eventos como el ocurrido en el puente chirajara, o la ruta del sol, donde la corrupción ha permeado los entes públicos y la población en general sale perjudicada ostensiblemente, porque los responsables se escudan en el Estado, desde el control fiscal se puede mitigar el daño patrimonial que representa para el país una indebida contratación.
The research Proyecto aims to identify, as the entities responsible for carrying out state controls that do not fully fulfill their function at the time of carrying out them; as ventes, they have the duty to be the relevant prosecutors for such entrusted work, since it depends on them that the execution of projects as well as the Good direction of the country´s money is fulfilled. The type of methodology to take into account, has a qualitative approach, the research Project, it is clear that from the hermeneutic is that it can provide the best tool to interpret the rules and jurisprudence dictated by the magistrates of the country, when giving its position for state contracting on the guidelines to follow and how the state is the guarantor, but at the same time the consortiums are obliged to comply with said state concessions. The state oversight is of the utmost importance so that events such as the one that happened on the Chirajara bride, or the route of the sun, sheer corruption has permeated the public entities and the population in general is ostensibly armed, because those responsible are shielded in the State, from the fiscal control it is possible to mitigate the property damage that an undue contract represents for the country.
