Resumen
El presente proyecto de investigación, se enfatizó en identificar el desarrollo del nuevo sistema general de regalías al igual que comprobar su efectiva implementación en Cúcuta, Norte de Santander. El problema de investigación que se planteo fue, el impacto que ha tenido el municipio de Cúcuta, Norte de Santander con la implementación del Nuevo Sistema General de Regalías y como este ha generado nuevas alternativas de invertir los recursos para el desarrollo regional, investigativo e innovador. La investigación se realizó en base a una metodología cualitativa, en la cual se desarrolló un análisis normativo y documental de la información recolectada por medio de las normas constitucionales, legales, jurisprudenciales y, además, de los informes de seguimiento y control de los entes encargados de vigilar su implementación. Se evidencio que la distribución de los ingresos provenientes del sistema general de regalías ha sido destinada con mayor intensidad a la población, pretendiendo llegar a cada uno de los municipios para mejorar la calidad de vida, educación, vías y desarrollo que favorecen a aquellos con mayor necesidad. Es así que la implementación efectiva del sistema en cada municipio de norte Santander suscita nuevas formas de proteger nuestros recursos debido a la negligencia y desconocimiento de las administraciones al momento de suscribir los contratos, ya que no se tiene en cuenta aspectos importantes para respaldar y asegurar el cumplimiento de la ejecución de los proyectos.
The present project research project, emphasis was placed on identifying the development of the new general royalty system as well as checking its effective implementation in Cúcuta, North of Santander. The research problem that was raised was, the impact that the municipality of Cúcuta has had, North of Santander with the implementation of the New General System of Royalties and how this has generated new alternatives to invest resources for regional development, research and innovation. The research was carried out based on a qualitative methodology, in which a normative and documentary analysis of the information collected through constitutional, legal, and jurisprudential norms was developed and, in addition, the monitoring and control reports of the entities in charge of monitoring their implementation. It was evidenced that the distribution of the income from the general royalty system has been destined with greater intensity to the population, trying to reach each one of the municipalities to improve the quality of life, education, roads and development that favor those with greater need. Thus, the effective implementation of the system in each municipality of Norte Santander raises new ways to protect our resources due to the negligence and ignorance of the administrations at the moment of signing the contracts, since it does not take into account important aspects to support and ensure compliance with the execution of projects.
